In a recent disclosure, Google's Threat Intelligence Group (GTIG) revealed that state-sponsored hackers from more than 20 countries have attempted to misuse its artificial intelligence chatbot, Gemini, for malicious activities. The highest volume of such attempts originated from groups based in China and Iran.

These advanced persistent threat (APT) actors aimed to leverage Gemini in various stages of their cyber operations. Their objectives included procuring infrastructure, conducting reconnaissance on potential targets, researching publicly known software vulnerabilities, developing malicious payloads, and assisting with scripting tasks to evade detection post-compromise.

Iranian APT groups, identified as the most frequent users of Gemini, primarily utilized the AI for researching defense organizations, identifying vulnerabilities, and crafting phishing campaigns with cybersecurity themes. Their targets often encompassed neighboring Middle Eastern countries, as well as U.S. and Israeli interests in the region.

Chinese APT actors employed Gemini for reconnaissance, scripting, code troubleshooting, and exploring methods for lateral movement, privilege escalation, data exfiltration, and intellectual property theft. Their primary targets included the U.S. military, government IT providers, and the intelligence community.

North Korean and Russian groups demonstrated more limited use of Gemini. North Korean actors focused on topics aligned with regime interests, such as cryptocurrency theft and facilitating clandestine IT worker placements in Western companies. Russian actors mainly utilized the tool for coding tasks, including adding encryption functions, indicating potential links between the Russian state and financially motivated ransomware gangs.

Despite these attempts, GTIG observed that the misuse of Gemini by these actors did not result in the development of novel capabilities. The AI provided safety-guided content and neutral advice on coding and cybersecurity, effectively preventing the generation of malicious outputs.

GTIG also noted instances where threat actors conducted low-effort experimentation using publicly known jailbreak prompts to bypass Gemini's safety measures. For example, some actors unsuccessfully attempted to prompt Gemini for guidance on abusing Google products, such as advanced phishing techniques for Gmail or coding assistance for creating malicious software.

In response to these findings, Google emphasized the importance of continuous monitoring and collaboration between industry and government to enhance cybersecurity defenses and disrupt emerging threats. The company is actively deploying defenses to counter prompt injection attacks and other adversarial misuse of its AI technologies.

This report underscores the dual-use nature of advanced AI tools and the necessity for robust safeguards to prevent their exploitation by malicious actors.
